Ranno special pummel should spawn a bubble#952

Ranno’s special pummel is not really worth going for and is arguably the weakest in the game. If it was changed to spawn a bubble, this could add a layer to the following throw as well as make the pummel worth going for. Depending on where the bubble spawns, it could be used as a DI mix, or he could simply throw opponents into it.

With special pummels like Oly’s and Galvan’s exisiting, this change seems reasonable imo.
